The verse begins with the vav-consecutive + Qal imperfect verb wayyomer {וַיֹּאמֶר | wayyōmer} introducing Ben-Hadad’s direct speech, and the prepositional phrase elav {אֵלָיו | ʾēlāyw} marks the indirect object.
