17. Formal Translation By the decree of the watchers the edict stands, and by the word of the holy ones the decision is fixed, in order that the living may know that the Most High {illaya, Supreme Ruler} rules in the kingdom of mankind, and He gives it to whomever He wills, and He sets over it the lowliest of men. |
17. Dynamic Translation This sentence comes by the decree of the watchers, and the holy ones announce the decision, so that all who live may recognize that the Most High {illaya, Sovereign King} has rule over human kingdoms, and He gives them to anyone He chooses and sets in authority over them even the lowliest people. |
