2. Formal Translation
Who has stirred up one from the east? In righteousness He {Yahweh, Righteous Summoner} calls him to His feet; He gives nations before him, and kings He subdues. He gives them like dust to his sword, like driven stubble to his bow.
2. Dynamic Translation
Who has roused someone from the east, bringing him forward step by step? He {Yahweh, Conquest Giver} hands nations over to him and makes kings submit; He turns them into dust before his sword, and into wind-scattered stubble before his bow.
