The prohibition velo yasgirū {וְלֹֽא־יַסְגִּ֥רוּ | wə·lō’ yas·gî·rū} ‘they shall not hand over’ in the Hiphil imperfect directs the elders, with harotzeach {הָרֹצֵ֖חַ | hā·rō·ṣē·aḥ} ‘the slayer’ tagged by et {אֶת־ | ʾet} ‘direct-object marker’.
