Exegesis
The relative clause asher lo yiftachum ad achar haShabbat {אֲשֶׁר לֹא יִפְתָּחוּם עַד אַחַר הַשַּׁבָּת | ʾa-šer lō yip-ta-ḥûm ʿad ā-ḥar ha-šab-bāt} ‘that they shall not open until after the Sabbath’ establishes the prohibition.

When evening shadows fell at the gates of Jerusalem before the Sabbath, I ordered the doors to be closed, and I commanded that they must not be opened until after the Sabbath. I stationed some of my young men at the gates, so that no burden would be brought in on the Sabbath day.
