Exegesis

The final phrase lelo elohim {לְלֹ֥א אֱלֹהִֽים | ləlōʾ ʾĕlōhîm} ‘for not-gods’ supplies the theological verdict: the whole system produces priests serving entities that do not qualify as deity, sharpening the contrast with YHWH.
