5. Formal Translation
Then Retsin king of Aram and Pekah son of Remaliah king of Israel went up to Jerusalem to make war, and they besieged Ahaz, but they were not able to fight him.
5. Dynamic Translation
At that time Retsin, the king of Aram, and Pekah, son of Remaliah and king of Israel, marched up to Jerusalem to wage war. They surrounded Ahaz, but they could not engage him.
