Exegesis

The verse opens with the noun phrase wa‘atsat {וַעֲצַ֣ת | wa‘ă-ṣat} ‘advice’, which functions as the subject of a vav-consecutive narrative clause introduced by the waw and the Qal perfect yaats {יָעַץ֙ | yā-‘aṣ} ‘he counseled’.
