Exegesis

The relative particle asher {אֲשֶׁר־ | ’a-šer-} ‘who’ introduces the subordinate clause specifying kol {כָּל | kāl} ‘all’ ha'am {הָעָ֣ם | hā-ʿām} ‘the people,’ and the prepositional phrase levado {לְבַדּֽוֹ | lə-vaḏ-dō} ‘alone’ confines the final action to the king alone.
