Exegesis
The correlative particles men–de {μέν–δὲ | mén–dè} introduce a balanced contrast between what the companions did perceive and what they did not: to men phos etheasanto {τὸ μὲν φῶς ἐθεάσαντο | tó mén phôs etheásanto} ‘on the one hand, they saw the light’ versus ten de phonen ouk ekousan {τὴν δὲ φωνὴν οὐκ ἤκουσαν | tén dè phōnḕn ouk ḗkousan} ‘but, on the other hand, they did not hear the voice’.
Both etheasanto {ἐθεάσαντο | etheásanto} ‘they saw’ and ekousan {ἤκουσαν | ḗkousan} ‘they heard’ are aorist indicatives, presenting the visual and auditory experiences as complete historical events.
In context — Acts 22:9
But those who were with me saw the light indeed, but they did not hear the voice of Him who was speaking to me.
