Exegesis
The adversative particle bəram {בְּרַם | bə-ram} ‘but’ introduces an important limitation: although the tree is to be felled and ruined, the ʿiqqar šaršōhî {עִקַּר שָׁרְשׁוֹהִי | ʿiq-qar šar-šō-hî} ‘stump of its roots’ must remain bəʾarʿā {בְּאַרְעָא | bə-ʾar-ʿā} ‘in the earth,’ preserving a basis for future restoration.

In context — Daniel 4:23
And that the king saw a watcher and a holy one coming down from heaven, and he said, “Hew down the tree and destroy it, yet leave the stump with its roots in the earth, with a band of iron and bronze in the tender grass of the field, and let it be wet with the dew of heaven, and let its portion be with the beasts of the field, until seven times pass over him.”
