The obligations to obey both ha-kōhēn ha-‘ōmēd lə-šārêṯ šām {הַכֹּהֵן הָעֹמֵד לְשָׁרֶת שָׁם} ‘the priest who stands to minister there’ and ha-šōp̄ēṭ {הַשֹּׁפֵט} ‘the judge’ establish spiritual and civil authority.
