Exegesis
The verse is a protasis–apodosis legal case opened by the conditional conjunction ve’im {וְאִם־ | və-ʾim} ‘and if’, followed by the negator lo {לֹא | lōʾ} with the adjective qārôḇ {קָר֥וֹב | qārôḇ} ‘near’ to define absence of proximity to ʾāḥî-ka {אָחִ֛יךָ | ʾāḥî-ka} ‘your brother’.
