8. Formal Translation
If you witness the poor being oppressed and justice and righteousness being stripped away in the province, do not be astonished by the circumstances; for a watcher higher than the high observes, and there are still higher ones above them.
8. Dynamic Translation
If you notice the poor being crushed and justice and righteousness taken away in a district, do not be surprised by the situation, because a higher authority watches the officials and there are higher authorities above them.
