Exegesis
A purpose clause introduced by baʿăvūr {בַּעֲב֞וּר | baʿăvūr} ‘in order that’ governs yišmaʿ hāʿām {יִשְׁמַע הָעָם | yišmaʿ hāʿām} ‘may hear.’
