The subsequent vav-consecutive Qal imperfect vayiven mizbeach {וַיִּבֶן מִזְבֵּחַ | wayyiḇen mizbēaḥ} ‘and he built an altar’ is modified by the prepositional phrase tachat hahar {תַּחַת הָהָר | taḥat hāhār} ‘at the foot of the mountain.’
