The composite imperative dabberotam {דַּבֵּר־א֠וֹתָם | dab-bēr-ʾō-tām} ‘speak to them’ uses a piel form with pronominal suffix to intensify the directive, followed by ve’amarta {וְאָמַרְתָּ֨ | wə-ʾā-mar-tā} ‘and you shall say’.
