The second וַיֹּאמְרוּ frames a scornful accusation with הָאֶחָד (haechad {הָאֶחָד | hā-ʾe-ḥāḏ}) “this one” and the infinitive לָגוּר (lagur {לָגוּר | lā-gûr}) portraying Lot as an outsider.
