Exegesis
The parallel locatives al-mayim {עַל־מַ֗יִם | ʿal-mayim} ‘beside waters’ and ve-al-yuval {וְעַל־יוּבַל֙ | wə-ʿal-yū-ḇāl} ‘and beside a stream’ intensify the imagery of nourishment.

And he will be like a tree planted beside waters, sending out his roots toward the stream. He will not fear when heat comes, and his leaf will remain fresh. In the year of drought he will not worry , and he will not cease from producing fruit.
