Exegesis
Preventive justice is conveyed in wəlōʾ yāmût bəyad gōʾēl haddām {וְלֹא יָמוּת בְּיַד גֹּאֵל הַדָּם | wəlōʾ yāmût bəyad gōʾēl haddām} ‘and he shall not die by the hand of the avenger of blood’.

These were the appointed cities for all the sons of Israel and for the foreigner living among them, so that anyone who struck a life unintentionally could flee there and not die at the hand of the avenger of blood until he stood before the congregation.
