The verse consists of two parallel nominal clauses built on the construct chains machshevot tsaddiqim {מַחְשְׁב֣וֹת צַדִּיקִ֣ים | maḥšəḇōṯ ṣaddîqîm} ‘thoughts of the righteous’ and tachbulot reshaim {תַּחְבֻּל֖וֹת רְשָׁעִים | taḥbûlōṯ rešaʿîm} ‘plans of the wicked.’
