3. Formal Translation
For the rulers do not instill fear in those who live rightly, but in evildoers. Do you wish then not to fear the authority? Practice what is good, and you will receive praise from it.
3. Dynamic Translation
Those in authority are not a cause of fear for those who do good, but for those who do evil. If you do not want to be afraid of the authorities, then do what is right, and they will praise you.
