   and he said I saw all Israel {direct object marker} scattered on the mountains like the flock or sheep which or that there is not to them or they do not have a shepherd and he said LORD not masters to these they shall return a man to his house in peace

Exegesis

The verse opens with the vav-consecutive marker vayomer {וַיֹּאמֶר | wā-yō-mer} introducing direct speech.

A second vav-consecutive vayomer YHWH {וַיֹּאמֶר יְהוָה | wā-yō-mer yə-hō-wāh} ‘and the LORD said’ introduces a divine oracle, followed by the negative nominal clause lo adonim la’eleh {לֹא־אֲדֹנִים לָאֵלֶּה | lō ’ă-dō-nîm lā-’ē-lê} ‘they have no masters’.
