The verse opens with the vav-conjunctive distributive vechol-riv {וְכָל־רִיב | wə·ḵāl-rîḇ} ‘and every dispute,’ which is expanded by the relative clause asher-yāḇōʾ {אֲשֶׁר־יָב֨וֹא | ʾă·šer-yā·ḇōʾ} ‘that comes,’ pointing to the judges via ʿalêiḵem {עֲלֵיכֶ֜ם | ʿă·lêi·ḵem} ‘upon you.’

Whenever any dispute comes before you from your brothers who live in their cities—whether over blood, the law, commandments, statutes , or judgments—you are to warn them so that they do not incur guilt before the LORD . Otherwise His wrath will rest upon you and your brothers. Act in this way, and you will not be guilty.
