Exegesis

The verse opens with ruach Elohim {וְר֣וּחַ אֱלֹהִ֗ים | wə-rûaḥ ʾĕ-lō-hîm} ‘Spirit of God’, where the Qal perfect lavsha {לָֽבְשָׁה֙ | lā-ḇšāh} indicates divine agency.
