Exegesis
The dual indirect objects le’ohavav uleshomrei mitsvotav {לְאֹהֲבָ֖יו וּלְשֹׁמְרֵ֥י מִצְוֺתָֽיו | ləʼōḥāvāv ūləšōmrê miṣvōtāw} ‘to those who love Him and to those who keep His commandments’ stipulate reciprocal conditions for receiving divine favor. This preserves Hebrew clause order and the interplay of prayer, confession, covenant loyalty, and divine fidelity.
In context — Daniel 9:4
And I prayed to the LORD my God and made confession, and said, "Please, Lord, the great and awesome God, keeper of the covenant and steadfast love to those who love Him and to those who keep His commandments."
