The verse begins with the construct chain nevi’ei yisra’el {נְבִיאֵי | nә-vi-’ei} ‘prophets of Israel,’ followed by the participle hanibbe’im {הַנִּבְּאִים | ha-nib-be-’im} ‘who prophesy,’ which together frame the subjects. The prepositional phrase el-yerushalayim {אֶל־יְרוּשָׁלִַם | el-ye-ru-sha-lá-yim} directs their message to Jerusalem. The coordinating participle vehachozim {וְהַחֹזִים | və-ha-cho-zim} ‘and who see’ introduces a secondary activity, lah chazon shalom {לָהּ חָזוֹן שָׁלוֹם | lā(-)h cha-zôn sha-lôm} ‘a vision of peace for her.’ The adversative ve-ein shalom {וְאֵין שָׁלוֹם | və-’ēn sha-lôm} ‘and there is no peace’ sharply contrasts the prophets’ claims with reality, setting up the prophetic formula neum Adonai Yahweh {נְאֻם אֲדֹנָי יְהֹוִֽה | ne-’um ’ă-dō-nāy Yə-hō-wāh}, ‘declares the Lord GOD.’ The cumulative participial and adversative structure heightens the indictment of false prophecy and underscores divine authority.
