For You {Yahweh, Sovereign Judge} have made a city a heap, a fortified city a ruin; the palace of strangers is no city—it will never be built again.
2. Dynamic Translation
Because You {Yahweh, Divine Destroyer} have turned a city into rubble, a fortified city into ruin; the foreigners’ palace is a city no longer—it will never be rebuilt.
