The definite noun ha-adamah {הָאֲדָמָה֙ | hā-ʾă-ḏā-māh} ‘the ground’ serves as the subject of the Qal perfect verb khattah {חַ֔תָּה | ḥat-tāh} ‘is dried up,’ personifying the land’s condition.
