The verse opens with the coordinated noun phrases vekhol arei hamishor {וְכֹל עָרֵי הַמִּישֹׁר | vǝ-ḵōl ʿārê hammî-šôr} ‘all the cities of the plain’ and vekhol mamlakhut sichon {וְכָל־מַמְלְכוּת סִיחֹן | vǝ-ḵāl mamlāḵût sîḥôn} ‘and all the kingdom of Sihon’, framing the territorial extent.
