Exegesis

The relative clause melek haemori asher malakh becheshbon {מֶלֶךְ הָאֱמוֹרִי אֲשֶׁר מָלַךְ בְּחֶשְׁבּ֑וֹן | mêleḵ hā-ʾĕmôrî ʾǎšer mâlaḵ bǝ-ḥeš-bôn} specifies his reign’s seat.

That is followed by the relative clause asher hiqqah moshe oto {אֲשֶׁר הִכָּה מֹשֶׁה אֹתוֹ | ʾǎšer hiqqāh Môšē ʾôtô} highlighting Moses’s agency in the Hiphil perfect.
