Exegesis
After repeating negbah, the clause vehayu totzotav {וְהָי֣וּ תֹֽצְאֹתָ֗יו | wə-hā-yū tōṣ-ʾō-tā-v} ‘and were its goings-out’ describes the border’s end point, el-kiryat-baal {אֶל־קִרְיַת־בַּ֙עַל֙ | el kir-yāt ba-ʿāl} ‘to Kiriath Baal.’

And the boundary turned and curved along the western side southward from the mountain facing Beth Horon. Its endpoints were at Kiriath Baal (which is Kiriath Jearim), a city of the sons of Judah. This was the western side.
