20. Formal Translation
But Sihon did not trust Israel to cross his boundary; so he gathered all his people, encamped at Jahaz, and fought against Israel.
20. Dynamic Translation
Sihon refused to let Israel cross his land, so he mustered all his forces, camped at Jahaz, and attacked Israel.
