Exegesis
It opens with the directional phrase ve-el petah ohel moed {וְאֶל־פֶּ֜תַח אֹ֤הֶל מוֹעֵד | wə-ʾel pĕ-ṭaḥ ʾō-hel mō-ʿēd} ‘sanctuary entrance.’ A negative clause ‘does not bring it’ establishes the ongoing requirement, immediately followed by the purpose clause ‘to make it an offering to the LORD.’
