Exegesis
The two parallel clauses kol-habbāʾ ʾel-hā-ʾōhēl {כָּל־הַבָּא אֶל־הָאֹהֶל | kol-habbāʾ ʾel-hā-ʾōhēl} ‘everyone who enters the tent’ and wǝ-kol-ʾăšer bā-ʾōhēl {וְכָל־אֲשֶׁר בָּאֹהֶל | wǝ-kol-ʾăšer bā-ʾōhēl} ‘and everyone who is in the tent’ distinguish new entrants from those present.
In context — Numbers 19:14
This is the law when a person dies in a tent: Everyone who enters the tent, and everyone already in the tent, will be unclean for seven days.
