The causal conjunction ki {כִּי־ | kî} ‘because’ introduces a subordinate clause in which hu {ה֛וּא | hūʾ} ‘he’ governs the coordinated verbs yotze {יוֹצֵ֥א | yō-ṣēʾ} ‘goes out’ and vā-vā {וָבָ֖א | wā-wā} ‘and comes in,’ an idiomatic merism for leadership activity.
