The first ὅτι-clause reports the objective situation regarding the boats: no other little boat was there except one. The idiom ei mē ‘except’ marks the single exception to the negated statement.
The second ὅτι-clause shifts the focus to Jesus’ movements, explicitly denying that Iesous {Ἰησοῦς | Iē-soûs} entered into the boat together with His disciples.
