Micah 2:8:1וְאֶתְמ֗וּלveetmuland formerly or but lately
Micah 2:8:2עַמִּי֙amimy people Micah 2:8:3לְאוֹיֵ֣בleoyevas an enemy Micah 2:8:4יְקוֹמֵ֔םyekomemhe rises up Micah 2:8:5מִמּ֣וּלmimulfrom in front of Micah 2:8:6שַׂלְמָ֔הsalmaa garment or robe Micah 2:8:7אֶ֖דֶרedersplendor or mantle Micah 2:8:8תַּפְשִׁט֑וּןtapshitunyou strip off Micah 2:8:9מֵעֹבְרִ֣יםmeoverimfrom those passing by Micah 2:8:10בֶּ֔טַחbetakhsecurely or trustingly Micah 2:8:11שׁוּבֵ֖יshuvereturning ones Micah 2:8:12מִלְחָמָֽה׃milkhamafrom war
8. Formal Translation
And recently my people have risen up as an enemy; you strip off the robe and the mantle from those who pass by in security, like those returning from war.

Lately my people have acted like an enemy, stripping off the mantle and robe from passersby who feel safe, like people returning from war.
