The verse opens with the vav consecutive prefixed imperfect vehayah {וְהָיָ֗ה | wə-hā-yāh} ‘and it will be’, which introduces a prophetic result clause. The expression kol hanotar mikol hagoyim habaim {כָּל־הַנּוֹתָר מִכָּל־הַגּוֹיִם הַבָּאִים | kol han-nō-tār mi-kol hag-gō-yim ha-bā-’im} functions as the subject, where participles convey ‘everyone who remains’ and ‘who come’. The locative-against phrase al Yerushalayim {עַל־יְרוּשָׁלָ֑͏ִם | ʿal yə-rū-shā-lā-yim} indicates the target.
